Senior Management

HallKeen's senior management staff provides in house expertise in regulatory compliance, financial reporting, marketing, project management, human resource management, and extensive experience in both multi-family housing and commercial real estate. Throughout their careers, each member of the senior staff has demonstrated a high degree of success in the acquisition, development, repositioning, and management of residential, assisted living and commercial real estate.

Karissa DeLisle, Director of Marketing and Training, began her career in real estate management in 1996. She is responsible for the marketing and leasing training for all property managers and administrative staff. Ms. DeLisle provides senior management leadership oversight in the preparation of leasing campaigns for new and existing properties.

DeLisle offers extensive knowledge and experience in leasing and marketing a wide variety of residential communities. Prior to joining HallKeen in 2006, Ms. DeLisle traveled nationally marketing and managing both newly acquired start-ups and well-established, occupancy challenged properties; successfully positioning them for high, stabilized occupancy.

Ms. DeLisle has earned a Bachelor of Science in Marketing from Providence College.

Donna Horan, Vice President of Residential Management, along with Mr. Burnes supervises the management of the HallKeen residential portfolio. Ms. Hall oversees the on-site management teams and the regional managers, providing direction, supervision and constant reviews of the performance of the residential property portfolio.

Ms. Hall has been involved with real estate and property management twenty four years. From 1983 to 1991 Ms. Hall was a rental and real estate sales agent. Ms. Hall joined HallKeen in 1991 and was a regional property manager for 11 years prior to joining the senior staff team.

Ms. Hall holds a CPM® designation from the Institute of Real Estate Management (IREM) and has co-chaired the membership committee for IREM in 2005. Currently, Ms. Hall is an Executive Councilor and Chairperson for IREM'S Local Boston Chapter of Accredited Managers Organization Committee and the Audit and Oversight Committees.

Mark Hess, Senior Project Manager, Real Estate Investment, assists the Senior Partners in directing all activities for HallKeen's real estate investment division, HallKeen LLC. Responsibilities include managing and directing the full range of evaluation, negotiation, acquisition, finance, organization, design and construction activities required to consummate a profitable and responsible real estate investment. Mr. Hess is very knowledgeable and creative in using incentive programs to balance investment and community objectives including tools such as the low income, historic, and new market tax credits as well as tax exempt bonds, HOME, CDBG and other local, state and federal economic development programs.

Mr. Hess joined HallKeen in 1999. Mr. Hess came to HallKeen from his previous position interning for the Massachusetts Housing Investment Corporation (MHIC/MHEF), a non-profit low income housing tax credit syndicator. Mr. Hess earned his Master of Regional Planning degree from the University of Massachusetts, Amherst in 1998 with a concentration in Economic Development. Mr. Hess also has a Bachelor of Arts from Ithaca College in Environmental Studies.

Neil Khub, Vice President, Finance and Accounting has been with HallKeen since 1991 in the capacity of Corporate Controller. During this period, HallKeen's portfolio has increased from 21 properties to 60. Previously, Mr. Khub was employed by the Flatley Company in the capacity of Accounting Manager. Mr. Khub has extensive experience in all financial aspects of residential, commercial and assisted living properties. Mr. Khub oversees Norwood based accounting staff to include an accounting manager: two senior accountants and accounting specialists, providing direction and supervision.

Mr. Khub earned a Bachelors Degree in Accounting from Bridgewater State College. Mr. Khub has also earned a Certified Financial Manager designation from the National Center for Housing Management.

Robert Krauss, Vice President of Commercial Management has over 25 years of diverse real estate experience. He has been employed at HallKeen for ten years, where he started and built the Commercial Management division to become a major player in the Massachusetts area. He oversees the administrative, financial, and maintenance management of the commercial portfolio where regional and on-site management personnel directly report to him. His portfolio is comprised of office buildings, biotech labs, and light research and development properties He also assists with retail and office commercial properties that are connected to residential properties at HallKeen plus oversees the physical plant for the Assisted Living portfolio.

Mr. Krauss has significant experience in all aspects of commercial and residential management, including acquisition, construction management, leasing, sales, and development.

Prior to working for HallKeen, he was employed as Regional Manager for the Finch Group, where his clients included International Companies such as Household International and the Freshwater Group in London, whom he did creative workouts for. He also consulted for the City of Boston and the US Small Business Administration.

Mr. Krauss earned an MBA in 1985 from Boston College with an emphasis on Marketing and Real Estate. He received a Bachelor's Degree in 1979 from the University of Massachusetts at Amherst.

Mr. Krauss has a CPM® designation from the Institute of Real Estate Management and is the 2007 President of the Metropolitan Boston Chapter. He is a licensed real estate broker in Massachusetts and Connecticut and formerly taught the salesperson's licensing course at Bunker Hill Community College. He also serves on a local homeless agency real estate committee.

Therese Maguire, Vice President, Operations and Compliance is responsible for the development and implementation of portfolio-wide operational and administrative procedures for HallKeen Management's residential portfolio of conventional and subsidized housing and has been employed at HallKeen Management since 1994. Ms. Maguire oversees a Norwood-based compliance staff which includes a compliance manager and a compliance specialist.

The compliance staff specializes in all subsidy programs, including Low Income Housing Tax Credit, Section 8, Section 236/Rent Supplement, Chapter 13A, Rental Voucher programs and certificates provided by local housing authorities. Working with IT consultants, she provides training, implementation and support of industry-related software to all properties. Ms. Maguire's responsibilities also include analysis for HAP contract renewals, rent increase requests through HUD, MHFA and local housing authorities and due-diligence on new acquisitions and fee-managed properties.

Ms. Maguire graduated with honors from Bentley College with a Bachelor of Science degree in Business Communications. She also has an Associate degree in Accounting. Her professional certifications include a CPM® through IREM and Spectrum's C9P (Certified Tax Credit Compliance Professional).

Kathleen Wilbur, Director of Human Resources joined HallKeen in the spring of 2006 and is responsible for the oversight of Human Resources and Payroll functions. In addition to these functions she oversees staff in the areas of facilities and reception. Ms. Wilbur has over ten years of experience in both the Finance and Human Resources which was gained working for prominent financial investment firms located in Boston. Ms. Wilbur brings experience in benefits, payroll, and employee relations to this position

Ms. Wilbur received her Bachelor of Arts degree from Saint Michael's College and her Human Resource Certification from Bentley College.
