Regulatory Compliance

HallKeen has significant experience in administering the procedural and regulatory protocol for various subsidy programs and a proven track record with regard to regulatory compliance with HUD, LIHTC and other programs that provide affordability. In addition to the various affordable state and federal housing programs that HallKeen has managed for over 20 years, HallKeen has created a niche in the rent-up/conversion and management of Low Income Housing Tax Credit properties.

HallKeen has excellent working relationships with all of its stakeholders. Our stakeholders include various financial institutions, owners and regulatory/monitoring agencies such as HUD, Connecticut Housing Finance Agency, MassHousing, Rhode Island Housing, Vermont Housing Finance Agency, Spectrum, MHP, MHIC, DHCD, etc. We pride ourselves on meeting or exceeding all of our regulatory reporting deadlines.

HallKeen has conducted many LIHTC conversions with in-place residents as well as LIHTC lease-ups. In every case, our Marketing Department and Compliance Department work continuously with site staff to develop site-specific rent-up procedures, including appropriate advertising and marketing to ensure the eligibility of all applicants/residents. All tenant applications for the LIHTC program are approved by the Operations and Compliance Department prior to acceptance into the program.

HallKeen’s Vice President of Operations and the Director of Tax Credit Compliance develop policies and procedures for all of our various housing programs and provide regulatory and system training, oversight and support to our Regional Managers and site staff.

Compliance services are included in all full-service management agreements though they can also be utilized on an “a-la-carte” basis.

Compliance services include:

  • Tax Credit Conversions – initially qualify residents, to include resident interviews, third party verifications, preparing Tenant Income Certifications and leases.
  • Tax Credit Audits – audit existing LIHTC resident files to insure ongoing compliance.
  • Tax Credit Applicant Approvals
  • Section 8, Section 236 and Rent Supplement Audits of existing resident files to insure ongoing compliance.
  • OneSite Conversions – provide assistance with property conversions to the RealPage OneSite system and provide staff training on day-to-day operations of the system.
